Your comment about price of the Persian rugs on Ebay was accurate, but you forgot to talk about the quality of the rugs. To define the price of Persian rugs “SIZE” is only one of the attributes.
You should remember “The higher the KPSI the more money you should pay for the rug “!
You mentioned a TBRIZ (10x 13) with 90 KPSI for $300-$500.
This is a proper price on EBAY or even an honest local rug dealer for 90 KPSI rugs. Rugs with 90 KPSI does not matter were made at TABRIZ, YAZD, KASHAN, MASHAD; ISFAHAN has the similar price. It is nothing wrong with 90 KPSI rug till you see a rug with 476 KPSI.
If you want to buy good quality rug on Ebay, Please consider these rules.
1- Check the Feedback of the seller and if the ratio of Negative /positive is above 5% “Be Cautious!”
2- Check to see the word KPSI in rug’s attributes and descriptions. (This is the KEY about quality and price).
3- Make sure you are buying PERSIAN Rugs and NOT Persian Design Rugs, Chines, Pakistani or Indian rug. None of them has any resell value; you are the first and the last customer.
4- Make sure you read all the description and asked the seller about the exact KPSI and not approximate one. There has been a bad practice in rug business that the dealers were rounding up the number of KPSI to the higher number!
5- Check the images! (If the images are small and not clear be cautious!) . The more images you have the better chance you get feeling about the rugs.
6- Always check the seller return policy.
7- Ebay is the world auction house, if you be patient and know what to look for, you can find great deals on Ebay!
8- We are also selling on Ebay, but we do not want to be cheap Wholesalers. We are very concern about the quality of the rugs that we sell on Ebay or on our site. We are not the cheapest but try to be top quality provider.

Ebay is a perfect choice for an average starter to get cheap price rugs. There is NO way that any dealers on Ebay or any other auction house be able to sell a Tabriz (10x13 feet) rug with high KPSI (474 and above) with that low price ($300-$500).
I do know some of the Ebay dealers such as Rugman.com professionally and personally. The price and the quality of their rugs are very good for starter and somebody just want to have Persian rug in their hallway.
However, to buy high or top quality rugs your local dealers can provide more options and choices. You will pay more for sure!
Unfortunately, majority of them has high over head and selling high is the only way that keeps them alive in business. Many local dealers are working with team of local house designer to provide them steady customers!
