I appreciate your Message. Your question is extremely common for all the rug lovers. If you have a beautiful rug that is not heavy and is small (3x4 feet), you can hang it to your wall.
I should mention that is not recommended to hang your rug. Just make sure you are not using clips if you want to hang your rug for long time!
Why? If you want to use clips that you saw in local dealers, you are asking for problem. The question comes that why local rug dealers hanging their big and heavy rugs?

• First, the local dealers do not hang their rugs for long time.
• Second the clips can do serious damage that is called a "bite (hole)" in your pile and/or shift the warps especially in heavy rugs 35 lb. or above.

The following recommendation came from Barry O Connell:
“ The standard for hanging carpets as I understand it is to use 3 or 4 inch hook and pile (Velcro is a Brand name but it is all about the same.) The least expensive place to get this is usually a camping or mountaineering supply shops. Attach the pile part to a board and fasten that to the wall and sew the hook portion on to the rug."

I should mention the above recommendation is upto you and I do not like to carry any guilt and obligation if any damage occurs to your rug due to the hanging. I am just sharing my opinion.

Good Luck
